Shrinkwrap/Relax Function

For designing models for human characters, I usually use a tool like a wrap deformer to ensure the shape fits the head for example.
In the image, I made this by tracing onto a head scan (had to convert it to NURBS through Rhino) and patching each section. Now I would like I see a way to not only deform the shell onto the head, but to relax it to remove any weird bumps (think relaxing a mesh in blender while keep its overall shape).
I did see a wrap option in Plasticity but I don't think it works

Here is an updated version of my suggestion for a shrinkwrap and relax function on the surface. I often use this feature in ZBrush and Modo to relax otherwise uneven surfaces and shrinkwrap to mold geometry to another, perfect example a label sheet to bottle geometry.
Below are two solids that need to have their shape. The red sheet needs to conform to the blue head since it will be a shell and set to a certain thickness. Right now, there is no way to deform objects, and to provide an offset away from the surface
